Profile describing the cut of a cut-out at a spanwise position between its borders

<profileUID> references a structural profile, <eta> gives the spanwise position at which it describes the cut. See cutOutProfilesType: the element is not usable as it stands. Besides the placement of the profile, the reference of <eta> is open as well, because it is said to refer to the control surface, for which no relative spanwise coordinate is defined.
