Actuator that belongs to a track

<actuatorUID> references the actuator among the system elements of the vehicle, e.g. a hydraulic or an electric actuator (sysElemHydraulicActuatorsType, sysElemElectricActuatorsType); <material> gives the material of its attachment to the track.

An actuator that drives the control surface directly, without a track, is described in <actuators> instead (controlSurfaceActuatorsType).
