Required and actual value of a requirement

<required> is the value the requirement asks for, <actual> the value the design reaches; <actual> is left out as long as the design has not been evaluated. Both are given in the unit of the requirement, which its element states. Whether the required value is a lower bound, an upper bound or a target is not part of the data.
