Reinforcement of the cut-out of the horizontal tailplane

The elements of the framework around the cut-out: front and rear crossbeams, diagonal beams, side beams, and the reinforcements of the upper and the lower edge of the cut-out. Without <htpCutoutReinfLowerStructElemUID>, the lower edge has the element of the upper one.
