The value is a list of floating-point numbers separated by semicolons, each a bound for the quantity named by the element. What the entries stand for is stated in the documentation of the element. The required attribute @relationalOperator applies to every entry and states how the quantity relates to it:

In the example, the entries belong to the two parts of a climb segment, below and above flight level 100. The calibrated airspeed is at most 128.61 m/s (250 kt) in the first part and at most 154.33 m/s (300 kt) in the second, the Mach number at most 0.78 in both.
