Actuator that drives a control surface without a track

actuatorUID references the actuator among the system elements of the vehicle, e.g. a hydraulic or an electric actuator (sysElemHydraulicActuatorsType, sysElemElectricActuatorsType); attachment says where it sits (actuatorAttachmentType).
